for the adoption of the State Affairs Committee Substitute offered on                                                           
page 1389. Without objection, CS FOR SENATE CONCURRENT                                                                          
RESOLUTION NO. 17(STA) was adopted and was before the Senate                                                                    
on final passage.                                                                                                               
                                                                                                                                
The question being: "Shall CS FOR SENATE CONCURRENT
